Senior Project Executive - Contract - 17470 About the Opportunity  Our government client is seeking up to 3 Senior Project Executives to provide guidance on several project initiatives and to ensure that they are optimally developed, designed, and implemented to achieve strategic business objectives within the planned timeframe and budget. The Resources will support projects within the department Organizational Project Management Capacity Assessment (OPMCA) authority, that include the following:
  • Regulatory Service Platform (RSP)
  • Grants and Contributions Enterprise Management System (GCEMS)
  • Species at Risk Data Management and Tracking System (SAR DMTS)
  • Information Management Modernization (IM365)
  • Officer Safety Management System (OSMS)
  • Data Solutions project
  • Transformation of the Office of the Chief Information Office Tools
Duties include but are not limited to: 
  • Provide objective and independent advice to project directors and other senior management representatives
  • Contribute to improve business processes, information flows, reporting mechanisms and procedures to support projects among several multidisciplinary groups
  • Provide an action plan to improve organization’s project performance compliance
  • Aid in developing and implementing project management policies, processes, and procedures
  • Provide strategic assistance in support of project delivery
  • Assist in the development and maintenance of project management support tools
  • Help optimize the utilization of resources among projects and reduce the constraints to increase the organization’s project performance
  • Provide guidance for projects and programmers centrally to achieve the organization’s strategic business objectives
  • Develop or participate in the development of project deliverables that includes but not limited to: Business Cases; Project Charter; Business Analysis Requirements Document; Presentations; Project Budgets; Policies and Procedures; Project Plans and Progress Reports
About You The successful candidate will have the following:
  • Must hold a university degree from a recognized post-secondary institution in a relevant field
  • Must hold one or both of the following:
    • Certified Project Management Professional (PMP)
    • Certified in Prince2
  • Must have 120 months of experience as a Senior Project Executive, completing all of the following tasks: 
    • Designated primary Project Manager
    • Managed several Project Managers, each responsible for an element of the project and its associated project team
    • Defined and documented project vision and strategic objectives, including determination of budget requirements
    • Presented to organizational management (Director Level or above) to ensure all internal and external stakeholders are committed and moving forward on project goals
    • Involved in troubleshooting and resolving project issues
    • Prepared plans, charts, tables, schedules, and diagrams to assist in analyzing or displaying project issues and risks
    • Managed project signoffs through a formal gating process and has experienced the full project lifecycle (intake to close-out)
  • Must have completed 2 projects with a minimum duration of 9 months, within the last 60 months, where they have been a designated primary project manager for each project
  • Must have experience mentoring, coaching and/or training project managers in the project management discipline
  • Must have experience with project risk management plans and strategic risk log assessments in areas such as change management, human resources management, stakeholders’ relationship management and vendors’ management
  • Must have experience with Project Schedules using MS Project
  • Must have experience with project costs
  • Must have experience chairing and conducting meetings (face-to-face or virtual) with senior management
  • Must have experience working on projects using an Agile development approach
  • Must have experience using Business Intelligence (BI) software to produce reports
  • Must have experience as a Senior Project Executive in a federal government organization
  • Must have experience working on projects with complex mandates
    • Involves three or more stakeholders
    • Affects the complete organization or enterprise
    • Affects 500 users or more
    • Has a budget of $25 million or more
  • Bilingual (English and French)
  • Valid security clearance at a level of Reliability
